"Error in loading DLL" error

I'm having a problem with Access 2000. I'm trying to import an excel spreadsheet into a newly created database.
I create a new database,
click 'Tables',
click 'New'.
The Create New Table dialog box opens up.
I click 'Import Table
The Import dialog opens up
I select my hard drive, and the particular Excel sheet I want to import
An 'Import Spreadsheet Wizard' OK box pops up, and has a message "Error in Loading DLL"

Does anyone know what this error means
How can I fix it?
