error in Disk Managment

I have a new user who received a "service data base is
locked" in Disk Management. This user is tring to remove
partitions from a hard drive. The user is the only user
and is the Administrator, and logged in as the Admin
account. Any idea why this might be?
 
Check Event Viewer for errors. Sounds like some service may be hung on
starting.
