Error in Add and remove programes

I have recently used clean up tool and now I can't open
Add and Remove Programes in Control Panel, Help?
 
Check the manual/website for the utility you used for possible side
effects.
Try System Restore to date/time before this started.
Start/All Programs/Accessories/System Tools/System Restore
