Error everytime I turn off/restart

Half way through this process there is an alert sound not unlike the sound
when hit by a virus. Then again when 'Windows is shutting down' is displayed,
at this time the message is displayed. The heading of the message is
'Microsoft runtime error' followed by information that I don't know very much
about. Could somebody please tell me how to fix it. Much apreciated.
 
What does the information that you say you don't know much about say? What
does the error look like? Does it look like a usual Windows error or more
like a pop-up?

HHMMM???
