Error downloading DirectX 9.0c

I am getting the following error message when trying to download and install
DirectX 9.0C: "The software you are trying to install has not passed Windows
Logo testing to verify compatability with Windows XP. The software will not
be installed". I then get "DirectX did not copy a required file". I also am
unable to use Windows Update to download and install various updates. Any
help would be appreciated, tried to find a solution in other posts but was
unsuccessful.

You have to enable the cryptographic service back; most likely it had
been disabled when someone decided to "optimize" WinXP.

As for WU -- besides the cryptographic service, you have to enable
cookies and ActiveX when working with Windows Update. But that may be
also that some other services are disabled as well (mmm... I would say,
"as indiscreetly").
