Error Code 4

I am installing Windows XP in a new system and I get an
error code 4 , do I need new memory or is something else
wrong.

Windows could not start because the following file is missing or corrupt:
System32\DRIVERS\pci.sys

Setupdd.sys could not be loaded. Error code 4.

This short error usually implies that your Windows
Installer (.msi) is outdated. Should be running version
2.0. I discovered this once on our Windows 2000 Server
(was way out of whack on updates), and a couple of times
with customers I support.
