ERROR: checking the license 0x80090006

I tried to do an upgrade to XP SP2 and it locked up the computer, HP
Pavilion, so I did a reboot.
When I did the reboot, I hit the space key to skip the disk check and it
rolled back the upgrade.

Now when I try to log in I get this error: "A problem is preventing Windows
from accurately checking the license for this computer: error code
0x80090006"
I have tried with both normal mode and safe mode.
Without being able to at least get into safe mode, how can I fix it?
