Hnetcfg.dll is a Windows XP component file that is associated with the
built-in Internet Connection Firewall.
Do you have the firewall activated on your computer? If so, try
disconnecting any full-time Internet connection such as cable or dsl
and then shut off the built-in firewall.
If your computer will not boot up at all normally then you may have to
boot it into Safe Mode in order to do this.
