Error booting winpe 2004 from HDD

I placed winpe 2004 on my HDD as described in the winpe docs and get the
following error:

INF file txtsetup.sif is corrupt or missing, status 14. Setup cannot continue.

I have tried using many good custom boot CD images while creating the winpe
bootable HDD, but with no success. In addition, I played around with many
things to correct the issue but it only created more problems.

Does anyone know how to correct this problem to allow booting winpe from the
HDD?

IIRC, you should have $WINPE$.$$$ file (at least empty one) in the same folder where you have got Setupldr.efi to avoid errors about
the missing txtsetup.sif.
