Error before logging in... need help...

I just installed XP for about the 3rd time today... each
time with a different problem. Right now it is giving me
this error when I try to log on: "A problem is keeping
windows from being able to accurately checking the license
on this computer" I just upgraded from 98 so I don't know
if that is part of the issue. I would really appreciate
any help that is offered!

Go to start/run, and type

regsvr32.exe regwizc.dll

OK, then,

regsvr32.exe licdll.dll

If you can't log on, you may have to do the above from Safe Mode. Boot the
system, start tapping F8, when the menu appears, select Safe Mode and press
enter.
