Error: An attempt was made to access a socket in a way forbidden by its access permissions

Noob

I keep on getting this error when checking my event user log. I am the
Administrator and I am using XP Pro SP2. Any idea what this error means
and how to prevent it from occurring?

Thanks, but the KB does not seem to apply to the error I am receiving:
"The IPSEC Services service terminated with the following error:
An attempt was made to access a socket in a way forbidden by its access
permissions."

The KB talks about: The IPSec Policy storage container could not be
opened. The following error occurred: The system cannot find the file
specified. (80070002).
 
I dunno if I am being linked to a different site or KB but my original
error message is not showing (An attempt was made to access a socket in
a way forbidden by its access permissions. ) in this KB. I thought I
saw it yesterday, but it's not there. I did a CTRL F searching for it.

Naas, the even number is the same but NOT the error message at least not
where I can see it.

Irregardless, I followed the KB article. It says to:

"To resolve this issue, delete the following registry subkey and then
rebuild the policy:
HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\IPSec\Local
To do this, follow these steps.

Note When you follow these steps, you delete the local policy. You must
rebuild the local policy.

Warning Serious problems might occur if you modify the registry
incorrectly by using Registry Editor or by using another method. These
problems might require that you reinstall your operating system.
Microsoft cannot guarantee that these problems can be solved. Modify the
registry at your own risk. 1.Delete the local policy registry subkey. To
do this, follow these steps: a. Click Start, click Run, type regedit,
and then click OK.
b. In Registry Editor, locate and then click the following subkey:
HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\IPSec\Policy\Local
c. On the Edit menu, click Delete.
d. Click Yes to confirm that you want to delete the subkey.
e. Quit Registry Editor

2.Rebuild a new local policy store. To do this, follow this step: a.
Click Start, click Run, type regsvr32 polstore.dll, and then click OK.

I did the above...the error (event 7023) and the same error even after
rebooting appears.
