Error 8007ffff

When I try to open new IE explorer windows, my computer
doesn't open the window and becomes unstable. Also I get
the following " Could not complete operation due to error
8007ffff. This has happened before and I have had to
reinstall Windows. Any solution

Start here. If no joy then look for your exact error message.
You can refine your search and look for only 8007ffff etc...
