Error 678 - There is no answer

I support a remote laptop user who lives in CA. I (and the
remote server) are in GA. When he tries to connect to
create a dial-up connection to our network he gets "Error
678 - There is no answer". What could cause this problem?
He can make regualar phone calls from the line and his
phone company has conditioned the phone line. There are 35
other people around the country that can connect just
fine. I've recreated the dial-up networking connection in
Windows, so I know it is setup the same as everyone else.
Any ideas?

Scott,
This looks like an issue with the modem on the remote computer. Make sure
the modem is functioning properly.

You can check 'Troubleshooting modems' by clicking on 'Help and Support
Center' on your computer.and searching for 'Troubleshooting modems'
