error 623

Off and on and only recently, I have started getting a Network
connection. Cannot load dialog. Error 623: System could not find the
phone book entry message. If I ignore this, usually everything is OK,
but I'd like to get rid of it.

All I can find in the MS Knowledge base is something to do with a
Virtual Network, which I don't have (as far as I know)

Having problems booting up XP-SP2 with the error message: "Could not start
Event Logger".

Tried to search the knowledge base without luck.

Do you know how to fix this error?
