Error 623: Peer-to-peer connection

Host refused connection. Doesn't matter what I do on my side,
Outlook2003 tells me there's a problem Error 623. Microsoft's Office
2003 help site is a joke; one cannot search on Error 623 and come up
with a decent answer for Windows 2000 Professional SP4. My ISP is also
a joke, they don't know what the error means and so will do nothing
about it; and I am getting very frustrated having to use GMAIL for my
e-mail. I am connected via DSL384 to the internet, so there's nothing
about changing IE settings to "Do not dial any connection" (duh!
That's what my ISP told me!) <grrr incredulous>
Why do I get these messages and what can I do to stop them? I rebooted
my computer 3 times and the router 3 times. Still nothing.
