Error 553 on Outlook2003 on out going mail but OExpress works???

I am getting this error for the past month or so. Every time if I have to
send a outgoing mail, I have to first open outlook express and send a dummy
mail to myself. And then my outgoing mails from Outlook 2003 goes out.

Or it gives a error

Your message did not reach some or all of the intended recipients.

Subject: test message
Sent: 05/05/2005 3:54 PM

The following recipient(s) could not be reached:

'(e-mail address removed)' on 05/05/2005 3:54 PM
None of your e-mail accounts could send to this recipient.


It looks very funny !!! Any light on this problem.
