error -5009, very persistant, haven't solved yet

uninstall error

Yes, I know this has been discussed before. I've found some things that don't
work and that I don't understand, so I'm asking for some clarification here.
Keep in mind also I not using Vista, I'm using windows XP. I'm getting the
below error when trying to uninstall one of my programs through the option
under the program in the start menu.

Keep in mind, I'm trying to UNINSTALL not install, I want this program gone
from my system. I've seen some other posts where they are trying to install,
that's not what I'm doing here just to be clear. Under details it lists this:

It's already named 0701 there, so this doesn't help.
