Error 5 Access Denied on COM1

I'm getting error 5 access denied when I use any program to talk to devices attached to serial a port. There must be a local security policy that I don't have set? I'm using win2k professional

any program? which ones, new windows programs or old dos programs?? have
you tried hyperterminal, does it work??

I used MTTTY (microsoft's multi-threaded terminal program - win32 program) and my proprietary program (which works fine on about 100 other computers running XP & 2000). Unfortunately, I'm supporting someone remote, so I don't have at will access to the offending computer. Any thoughts?
 
an exact copy of the error message generated would help, and also the title
bar of the window reporting it which should tell you what is generating it.
