Error 1722: RPC server unavailable??

Everytime I try and connect to the internet I have to retype all my information (username/password) and it won't save it, I get the 1722 error message. I don't understand. When I use outlook to check email I have the same problem w/passwords not saving

Also, I am not able to set a default internet connection

The only thing I've changed recently was deleting all offline content in IE?? has that caused these problems??
