Error 1717 - The interface is unknown

Anyone know what fixes Error 1717 when trying to use
dialup? I have a Dell Latitude that I've just installed a
new hard drive as well as the OS and all other software.
When I try to dialup I get this error message.

This error is due to either corrupt event viewer logs or your event viewer
is not started.

This issue was only present when installing service pack
4. With service pack 2 and 3 I'm able to dialup without a
problem. I was finally able to resolve it by turning on
the Protected Storage service and setting it to
Automatic. I don't know why it was turned off.
