error 1500 from installer clean up utility

when I try to open roxio creator 10 the windows installer comes up but then
locks up, I have to cancel many times to stop! I have downloaded the windows
installer clean up utility but when I try to run it ,it gives me the error
1500! I have tried to uninstall roxio but can not! I have tried to reinstall
but can not??

Go in and delete all files from Roxio in the Program Files folder. That
should be enough to allow it to not load then you can clean out the registry
with a good registry cleaner (Registry Mechanic is the one I use). The use
CCLeaner and the Windows Installer Cleanup Tool. Possibly this will get rid
of your issue.

Did you reboot the computer and give it another try? If you cannot
install the Windows Installer CleanUp Utility try this:

Manually extract the files from msicuu2.exe, the package contains the
following files:

msicuu.exe
msicuu.msi
MsiZapA.exe
MsiZapU.exe
readme.txt
StartMsi.vbs

Rename the file MsiZapU.exe to MsiZap.exe. Open a Command Prompt and
navigate to the folder containing the msizap.exe file and issue the
following command:

msizap.exe p

This will remove the registry InProgress key
(HKEY_Local_Machine\Software\Microsoft\Windows\Installer\InProgress) and
should then allow you to install the CleanUp utility. Follow the
instructions here to manually remove Easy Media Creator.

Do not run registry cleaners on your Windows installation! These
cleaners do more harm than good!

when I try to delete the files from program files it starts to delete then I
get an access is denied message. dc_shellext.dll can't be deleted.
