Error 1315.Unable to write to the specified folder

I get this message when trying to install Adobe Acrobat
Reader
Product: Adobe Reader 6.0 -- Error 1315.Unable to write to
the specified folder C:\Documents and Settings\All
Users\Start Menu\Programs\.

Does anyone know why this occurs and how to fix it?
