Check on Symantec's tech support website for your particular product.
They have a Knowledge Base.

Googling around only gives a few possibly useful links. Did you have any
other antivirus software on the machine before you tried to install
NAV? I assume the Symantec software to which you refer is an antivirus,
although you did not specify. If this is the case, I would suspect that
your pc is already infected with a virus. If you think this is
possible, download - from a totally unconnected known-clean machine
with a cd burner - TrendMicro's Sysclean, as follows:

TrendMicro's Sysclean is a more extensive tool which, like Stinger, has
the advantage of not needing to be installed. It requires two parts -
the scanning engine and the virus pattern files.

1. Create a new folder on your Desktop or the C: drive named something
useful like "Sysclean".
2. Go here and download the two parts of the program to that folder:

http://www.trendmicro.com/download/dcs.asp - Sysclean
http://www.trendmicro.com/download/pattern.asp - virus pattern files

Since you should not have your questionable computer connected to the
net, copy the files above from the cd-r you made to the new folder you
made.

3. Restart your computer in Safe Mode. Get into Safe Mode by repeatedly
tapping the F8 key as the computer is starting up to get to the proper
menu.
4. Go to the Sysclean folder you made and double-click on sysclean.com.
Start the scan. After the scan is finished, look at the log. You may
need to make a note of where any viruses were found if they were not
able to be removed so you can manually delete them.

I would also do a thorough spyware scanning, as follows:

5. Continue the cleaning process by removing any spyware with Spybot
Search & Destroy (http://www.safer-networking.org) and Ad-aware
(http://www.lavasoftusa.com). These programs are free, so run them both
since they complement each other. You may also want to run CWShredder
and HijackThis from http://aumha.org/freeware.htm. Although CWShredder
is no longer being updated, it will still clean older variants of the
CoolWebSearch malware. Be sure to update these programs before running
them. Always read the instructions before running a spyware removal
tool.

Now that you know your computer is clean, delete all temporary files.
Use Disk Cleanup. Make sure there are no Symantec files from the
software you tried to install anywhere on the computer. Reboot into
Regular Mode. Now try to install NAV.
