Error 1000: Userenv

I have a user getting the following error on the 3
machines he uses. 1 is his laptop, 2 is a Terminal
Server and the 3rd is me, as him, on a new Terminal
Server. Machine 1 & 2, although riddled with this Event,
are otherwise fine. Machine 3, which has never been
logged into by "him" previously to this event, will not
accept Group Policy due to the nature of the Event.

The fixes I've found were to remove the Machine to a
Workgroup and re-join the Domain, no go. I've also run a
util to ensure he's not logged in anywhere I'm not aware
of, he's not. His account is not getting locked out, but
I'm afraid any future changes to Group Policy won't take
effect on him. This problem is preventing me from
deploying a new Terminal Server to senior management
because his profile won't work properly.

Any ideas on what else to try? My last resort was to
delete and recreate his User Account and mailbox, but of
course I'd rather avoid that.
