Error 0x800ccc15 - help

I use Outlook 2000 - SP3 with security update and I
occasionally experience Error 0x800ccc15. When I do,
there is nothing I can do (closng outlook, rebooting,
etc) that will restore email service except deleting my
mail account and then recreating it. After a seemingly
random amount of time, the error reoccurs and I'm forced
to delete and recreate mail accounts
