Cannot send or receive email in Vista Windows Mail

I cannot send or receive email. I get an error message:

"Subject 'testing', Account: 'pop3.live.com', Server: 'smtp.live.com',
Protocol: SMTP, Port: 25, Secure(SSL): Yes, Error Number: 0x800CCC15"

I have tried resetting my account information 3 times and nothing works. My
provider says everything is OK with the account settings and the server.
They said it is a software problem. I went to the MicroSoft Download site
and none of the downloads apply to my system. If you have a solution, I
would appreciate knowing anything that might help!

Port is wrong - should be 587 . . . . . verify all else with this setup.

Live.com Settings:

Server names and ports:
POP3 = pop3.live.com Port = 995
SMTP = smtp.live.com Port = 587

Checkboxes you need to check include:

Server Tab: "My server requires authentication" (Click "Settings" button
also and fill in "Log on Using" email address - *** but do NOT check the
checkboxes there . . . .)

Advanced Tab: BOTH outgoing and incoming - "This server requires a secure
connection (SSL)"

General Tab (if desired but generally recommended): "Include this account
when receiving mail or synchronizing"

Should work - if you get errors post the entire error message (cut-n-paste)
for further assistance.

Im having problems too. It worked on my user computer, but when I went to
set up on my 2nd user computer it did not work... i would wait a few days to
try again, what do you think?

Just saying "it did not work" does not help us to diagnose the problem.
Do you get an error message when you try to send or receive? If so,
right-click on your error message, copy, then paste it into a reply here.
We can't do much troubleshooting without the complete error message.
