error 0x800CCC0F outlook and express

I just set up a new dell computer and installed windows XP Pro and Office
2003 pro. I "migrated or transfered" all of the setting from an old computer
to the new one. For some reason, the pop3 account I use for some email kept
giving me errors. I read through a bunch of posts and verified that my
antivirus and spam checkers were not the cause. I finally unistalled them
altogether. I removed the pop3 account and tried to use Outlook express to
access this email, same error. I cannot figure out what to do next. Can any
one help with this error and help me regain access to my pop3 email?

Make sure you're properly authenticating to the outgoing server.

Get the exact server settings from your ISP for that POP acct. You must have
a mistake in the server settings. Your ISP should have the settings on their
web site or call them.

That's what I thought too. Everything is exactly as is was on the old
computer that worked. I fixed the problem by having the mail forwarded to a
new email address at my current exchange domain. Now I don't have to sign on
tho the other server. Thanks for the help, I would still be interested if you
have other ideas.
