erasing files from CD temp storage

I cannot erase files being held in the CD temp storage
area.

I get "access denied".

I am the system administrator, the only advice I have
gotten so far is ask the administrator for access.

This also happens with other files on other disks.

I am using Windows XP.

My only other course seems to be to pay MS for help, it
is their mistake I should't have to pay them to fix it.
