What's this directory?

~ERAFSWD.TMP

It is on partitions I primary use for storage. Both D:\~ERAFSWD.TMP and
E:\~ERAFSWD.TMP have numerous files each 41,280kb (My E: drive has 20gb
dedicated to these mysterious files). Are they deletable? err... safely
deletable? As in, do you reconize them as temporary setup files that
should have been deleted after install?

You've been using Eraser to remove sensitive files from your hard drive.
This directory contains the files of random characters which eraser uses to
overwrite the disk. See here for further information:

It is safe to delete them.
