Environment Variables Won't "Stick"

What can I do to force XP Pro SP1 to accept Local and
System environment variables set by a member of the
system administration group. When I set HOMEDRIVE=C: and
HOMEPATH=C:\USERS\DEFAULT, they are missing when I enter
SET at the command prompt.

When you enter them at the Command Prompt, they're temporary, and will not
be retained. You need to go to Control Panel, System, Advanced, Environment
Variables and modify them there. However, there is no guarantee that this
will work either, as these values are stored in

HKEY_CURRENT_USER\Volatile Environment
