I created a form in Word and added drop down boxes to few fields and protected a document.
when another user opens the form, he/she can not get to any fields other than the ones with drop down boxes. How can this form be used by others to enter data?

If I'm understanding you right, they're just entering in numbers or text information? Wherever you have a field, say 'Name:' right after the : you would have to insert a text form field (view - toolbars - forms menu). Then, when you protect your document, they will also be able to enter data into these fields along with your dropdowns. You will not, however, be able to edit any other text or formatting once the document is protected. I hope this helps.
