enter a formula

i am trying to enter a formula in a cell, but it is coming up as a value.
how do i change it from value to formula.
 
Isn't the formula supposed to return a value? Maybe something in the
conditional formatting.
 
Precede the formula with an apostrophe

Use the apostrophe at the beginning or CTRL+ ~ used to show all
formula's in a worksheet. Useful for checking things.
