Is there a free program that allows me to correct grainy, blury, and bad
quality photos which loose quality when enlarged just a little bit? Or is
there an equivalent that helps me correct low resolution, grainy, blury, bad
quality photos.

If the photos are as bad as you indicate, they may be beyond help, even
using an expensive program such as Corel or Photopaint.

Irfan Viewer with plug-ins will do some correction, and it meets your free
requirement.
