English Outlook on a Japanese OS

I have have just successfully installed an English version of Outlook 2003 on
a laptop with a Japanese operating system. All the fonts work, and I can both
read and write both English and Japanese characters. All of the toolbars,
help, etc. are in English in the main view, but when I click to write a new
message, the new massage pane comes up with everything in Japanese--the tools
( File-Edit-View-Go-Tools-Actions-Help) bar and everything else. Does anyone
know the reason or solution? (I prefer to have it in English.) Is it because
it is connected to my Japanese Word? Thank you for any help.

If you use Word as your email editor, and Word is indeed the Japanese
version, yes, then that is normal. If you use Outlook's own email
editor, then you will see the controls in English.

Just out of curiosity: why do you mix Japanese Windows with Japanese and
English Office products? I normally install English Office on English
Windows, and Japanese Office on Japanese Windows.
