english not available on nl version of xp

I received a computer from a friend in the netherlands
that has windows xp professional as the operating system.
Only problem is that english is not an available language
from the region settings. Is the only "fix" is to buy xp
here in the us?

Yes, that is the only way to change the base language of the installation.
