Endnote numbering

I have moved some endnotes around in my text and deleted others, with the
result that they are no longer sequentially numbered. How do I reset the
numbers in a proper sequence?
 
How did you delete the endnotes? If you deleted the endnote references
in the main body of the text, the remaining notes should renumber
automatically.

Unless Track Changes is turned on, in which case the numbering may not be
correct until changes are accepted.

I followed these steps for a document in Word tonight, a manuscript for a
book, and my renumbering does not apply. In each chapter, the endnotes should
start at 1. For chapter 3, the endnote numbering continues from the next
chapter, and I cannot change it. Track changes is off, and all changes in the
document have been accepted.

Any other workarounds on how to fix this?
