Endless Setup in Safe Mode

I was experiencing problems I was not able to correct so I
tried to reinstall Windows XP but I was in safemode when I
started. Now it is trying to do a restart but I get the
message that installation cannot occur in safemode and it
is restarting... but it restarts in safemode and I'm now
in this endless loop of restarts.

How do I get out of safemode and continue with the install?
