pc restarts its self and boots up into normal startup?

More info would help.
What make and model? How old? Any previous problems or recent changes?
Reboots like this are often a symptom of a failing or overworked power
supply, or bad memory.

my power supply is an ocz pwerstream 520 brand new my ram is also ocz and new
.. memtest 14 hours no errors.
Its not a faulty system its windows it doesnt re-boot at ramdom times its
ONLY at the sign in screen when im trying to boot into safemode. Before i get
a chance to put my password in the pc re boots into normal mode but ONLY when
im trying to boot safemode.Everything else works fine!

You still haven't told us the make and model of the PC.
In every case I've seen, F8 is used for safe mode.
You may want to try "Last Known Good Configuration" or System Recovery.
A new power supply and memory is no guarantee they're good.
The fact that they're new makes them suspect, in my book.

Its a custom pc mate i built it myself pre built gaming pc's can work out
pretty expensive.Let me explain myself a little more . im a gamer therefore
always testing/benchmarking new drivers.after removing the drivers i always
boot into safemode and run a driver cleaning program.Ive been booting into
safemode this way for over a year but for some reason it wont boot into safe
mode anymore it starts to but then re-boots to normal mode at the sign in
screen before i can input the password.

just in case...

That's the same board and chip I just built.
My RAID0 setup and addiitional 1 GB of Kingston PC 3200 just arrived
yesterday and I'm going to install them today. I'm currently running XP Pro
x64 Beta.
I just tested your F5 and it works to boot into safe mode the same as
F8-learn something every day.
This is a function of the Operating system, as far as I know, so it's likely
not a hardware problem. Try a repair install, or even an F8 boot and see what
happens.
