End task button for Explorer.exe

Every time I restart, log off, or shut down my computer, I get a button to
end task for explorer.exe. The computer hangs until I press end now. Does
anyone know how to fix it? I cannot be certain, but it seems to have started
after SP2 was installed.

Usage: Double-click the file and answer and YES when prompted.
