Can somebody confirm whether or not a process stays stopped when it is
being stopped in the Taskmanager/processes, even after restart?

It might run after a restart. It depends whats set up.

Try start -> run -> msconfig

and look at the startup tab.

It's not unusual for spyware/viruses to add themselves to this list.
