Click the Office Button, and select Prepare. You should find the Encrypt
option there.

Also - most of the options which were found in the Tools menu can now be
found in the Word Options dialog box. Click the Office Button, and in the
lower right corner of the dialog, click Word Options.

Took me a while, probably not what you want to hear - but this is what I
found out...

By default Office Excel 2007, PowerPoint, Word all use the following
settings when a user encrypts a document:
- For documents that are saved in the Office Open XML Formats, the
cryptographic service provider (CSP) is the Microsoft Base Cryptographic
Provider, the cryptographic algoritithm is AES-128, and the cryptographic
key length is 128 bit.
- For documents that are saved in the Office 97-2003 format, the Office
97/2000-compatible encryption method is used, which is a proprietary
encryption method.

If you install Office using an install point, then you can apparently
change the security settings as part of the deployment package.

(I found this information in the Microsoft Office TechNet - 2007 Office
Resource Kit)

Well thanks for researching this for me, I am glad that I was not the only
one who could not find the information. And you are right I am dissapointed,
but even more so that Microsoft left the encryption 128 bit and did not bump
it up 256 bit. It has been 128 I believe since office 2000
