Encrypt File / Decrypt File / Open/Close PSD

Friend has a new Acer desktop with something I haven't ever seen yet in
Vista. When you open My Computer there are 3 buttons on the top right that
say "Encrypt File / Decrypt File / Open/Close PSD."

How can you turn those buttons off and on?

It's a Vista Home Premium.

That does not sound like part of Vista. .psd files are Photoshop files, but
Photoshop does not install anything like that either.
