Encripted files XP

I had encripted files in one of my partitions, I formated
my hard drive, and reinstalled it with the same username
a PW. but those folders are now inaccesible.

Is there any way to get them back?

Unless you happened to have backed up the users cryptography certificate, or
you're a member of a domain, no.

If you have the certificate backed up, import it into the current users'
profile.
If you're on a domain, Domain Admins should have the ability to recover
those files for you.

If not, you're - unfortunately - out of luck.
