encoding

Within the past week IE6 is having encoding problems. I
cannot keep the encoding on Western European (windows) it
keeps changing and causes pictures on certain websites not
to work. The auto-detect does not seem to work.

Read this article. You may be missing some .nls file.
I have 23 or them on my C:\Windows\System.

I would try to repair IE 6.
Add/Remove programs/MS/ IE repair.

Pictures Are Not Displayed on Web Sites in Internet Explorer
