Encoding problems

No matter how I set my encoding in the view menu, it never
properly displays a page unless I go the VIEW menu and
select from the encoding menu manually. Same whether Auto
Select is on or off.
 
As indicated in this article make sure you have all of the .nls files and
that your registry settings are correct.

Pictures Are Not Displayed on Web Sites in Internet Explorer
A Web page may display an image as a red X, or a placeholder may appear in
place of the image.
