encoding problem

for reason within the last 3 weeks my encoding has been
switching to western european iso instead of windows, i
have tried manually changing it but it will automatically
go back to this iso code.

I am also having this problem with my computer and can't
find a solution anywhere...Microsoft apparently does not
address this issue in any of their "help" articles. This
is very frustrating.
