Encoding changes page by page

Hi,

I have some webpages with Chinese characters. For every page I need to change the encoding to "Simplified Chinese" in order to read it. The encoding won't stay the same as expected. Also tried the option "Auto-Select" but it did not work.

On my page, I have the following setting,
<head><meta http-equiv="Content-Type" content="text/html; charset=gb2312">

I am using Windows 2000 Professional with SP4 and Internet Explorer 6.0.2800.1106CO.

Try this,
Tools | Internet Options | Languages button
Move Chinese to the top.
