encoding and red x's

I cannot keep my encoding set to Western European(Windows) I click on it but
it just returns to Unicode(UTF-8) and than I get the red x's on pages. I have
auto select checked. I have a new Dell pc with SP 2.Can any one help. Also IE
stops Active x from running.
