enabling RRAS on W2K server disables the NIC!

Whenever I start the Windows 2000 RRAS server, it disables the NIC and
I lose my LAN connection. I have two NIC's in this server, BUT ONLY
ONE IS ENABLED. Also, the enabled NIC has a single default gateway,
and the other (disabled) NIC has NO default gateway.

This problem is discussed at
http://www.winnetmag.com/Articles/Print.cfm?ArticleID=24496
and reproduced here:
Q: Why does Windows 2000 disable my NIC when I start Routing and
Remote Access Service (RRAS)
A: If you have dual gateways on the server--one for internal networks
and one for external networks--you can't specify which gateway to use
because Win2K Server automatically selects the gateway that it wants
to use. Remove your NIC's internal gateway to force the OS to use the
external gateway. Thanks to reader Jim Lamons for this information.

I can find no other posts/Microsoft KB's on this. I have another RRAS
server that is configured the same way and it is working correctly. I
do not see anything in the event logs either.

Any help would be appreciated!

Have you tried to set it up as a VPN server? The wizard will sometimes
configure filters to block all non-VPN trafffic. Check your active interface
for packet filters from the RRAS console.
