enabling/ disabling hyperlinks

I am trying to set up an instructional website for a class assignment at
school. We have to use microsoft word to build the website. My website will
have five major sections of instruction and I would like to set it up so that
a user would have to complete the sections in succesion. I will be using
tests created in Visual Basic at the end of each section, i.e. if the user
passes the test they get to move on but if they fail they have to review that
section. Does anyone know what I would need to do to disable the hyperlinks
to the sections until the user has completed the previous section? Or, does
anyone have any suggestions as to what else I could do to accomplish my goals?

IE won't run Visual Basic on a website Word document, for obvious security
reasons.

I will be using hyperlinks to the exe files. This is how our instructor
wants us to do it. My question is, can I make it so that users cannot access
further sections of the site before completing the test for the current
section?
